Whistleblower Explains How Procurement Rot Cripples Delhi Medical Care.

When Delhi’s Health Minister Pankaj Kumar Singh asked for a report on firms supplying “substandard” surgical materials to 6 government hospitals, he was not just chasing only one case. He was exposing a structural failure that has been putting public health to danger.  This originated from a FIR by the Anti-Corruption Bureau in 2024. 13 firms were accused of forming a cartel to supply bandages, gauze and surgical goods to government hospitals. The charge was serious: replacing cotton with Chinese plastic wire, and inflating the prices twice or thrice even. Two years on, the minister says some of these firms may still be participating in tenders.  

That is the core problem. Corruption in health is not victimless. If a bandage fails to absorb, if surgical thread dissolves early, the cost is borne by a patient on a government hospital bed which is usually someone who cannot afford private care.  

Three questions arise. First, why were these firms not blacklisted immediately after an FIR? Procurement rules allow debarment, but it requires political will. Second, why were payments released despite criminal proceedings? This points to weak financial controls and silos between the ACB, Health Department and hospital procurement cells. Third, why did it take a complaint to the LG and CMO to trigger action? Routine audits should have flagged it.  

Delhi’s health model is built on mohalla clinics and free treatment. But “free” means nothing if quality is compromised. The public will quickly lose faith and migrate to private hospitals, resulting in more inequality.  

The solution cannot be ad-hoc. Delhi needs three reforms: Automatic debarment of any firm facing corruption charges until cleared. Third-party quality testing for every batch before payment. A public dashboard of tenders, suppliers and test reports.  

The minister has asked for details on contracts and approvals. That is good. But reports alone don’t save lives. Systems do. Unless procurement is cleaned up, the next “substandard” scandal is already in the pipeline. Public health cannot be bargained in tender rooms.
