Census 2027 will have 40 questions vs 29 in 2011. New ones: COVID vaccination, digital literacy, internet access. RGI says no "private data" will be sought. IDs optional. Self-enumeration starts in J&K and Ladakh.

Trust is the problem. After Aadhaar leaks and data breaches, people fear how data will be used. The Census Act 1948 promises confidentiality. But promises need proof.

Analytically, Census is nation-building infrastructure. Without caste, migration, housing, and employment data, welfare schemes are blind. J&K and Ladakh need it most after delimitation and new UT status.

Challenges:

1. Accuracy: Self-enumeration helps in remote areas but risks undercounting.

2.Security: Data must be encrypted and access logged.

3. Communication: People must know data is for schools and hospitals, not surveillance.

India’s last Census was 2011. We have planned for 16 years with outdated data. That means wrong school counts, wrong ration cards, wrong health centers.

The test: Can the state collect data without scaring citizens? If yes, Census 2027 will be the foundation for the next decade of policy. If no, we will plan in the dark.
