Signal to Pyongyang or snub to Seoul?

US President Donald Trump has ordered the Pentagon to “substantially reduce” joint military exercises with South Korea, calling them “inappropriate and hostile” to North Korea. The order came hours before drills were to begin.

Trump said the exercises cost the US too much and send the wrong signal to Kim Jong-un, with whom he claims a “good relationship”. He also alleged the South Korean President refused to help with Iran.

Seoul said drills began as planned and that coordination with Washington remains close. But the move has rattled allies. US Senate Democrat Jack Reed called it “inane”, saying China and Russia are watching.

The 11-day Ulchi Freedom Shield drills are meant to prepare for North Korean aggression. Pyongyang calls them a rehearsal for invasion.

Analytically, Trump is prioritizing diplomacy with Kim over alliance management. But scaling back deterrence without concessions from North Korea risks emboldening Pyongyang and weakening US credibility in Asia. For South Korea, the message is mixed: America wants peace, but on its terms. The long-term impact will depend on whether this is a tactical pause or a strategic shift.
