CAQM order Oct 27 evening - GRAP Stage II imposed as AQI forecast to cross 300 Oct 29-31 due to stubble burning share 18% in Punjab, Haryana - up from 8% Oct 20 — plus wind speed 4 kmph, temp 28°C, no rain. Stage II bans diesel generator sets except emergency, coal tandoors, and diesel buses older than BS6, plus stop on construction with no dust control.

Impact on politics: Congress AICC call - "Save Constitution" rally at Ramlila Maidan Nov 1 - expects 2 lakh from Rajasthan, Punjab, Haryana. Typical fleet - 1,500 private diesel buses BS4, age 8-12 years. Delhi Police traffic advisory Oct 28 - no diesel buses inside Delhi unless BS6, PUC, plus parking at Tikri Border (800), Singhu (400), Ghazipur (300). Last mile via metro - cost extra Rs 30 lakh, plus walking 3 km.

Organisers - Alka Lamba, Delhi Congress president - say BJP trying to sabotage via pollution rules, but we will comply - hiring 500 electric buses from Delhi Transport Corp at Rs 45/km.

Delhi Police conditions: Only CNG, EV, BS6 diesel allowed inside, 200 toilets, 50 ambulances, no loudspeakers after 10 pm.

Environmental angle: GRAP-II also bans bursting of crackers? Actually Stage II includes mechanical sweeping, water sprinkling - MCD deploys 200 tankers. But rally dust?

Past precedent - BJP rally Dec 2023 at same ground during GRAP-III - fined Rs 50,000 for dust. AAP rally 2022 fined too.

AQI data: Oct 28 — Anand Vihar 312, Jahangirpuri 289, AQI moderate overall 204 but hotspots very poor. Forec Nov 1- 320-340 very poor per SAFAR.

Delhi's winter politics vs pollution politics always clash. Supreme Court in 2023 said rallies during GRAP must have additional mitigations - electric buses, no cooking.

Congress says rally for clean air too - demand Rs 10,000 crore for farmers to stop stubble burning, via direct transfer.

Practical Solution - Delhi needs permanent solution - not GRAP, but target - National Clean Air Programme target 40% PM2.5 cut by 2026 failed - Delhi cut 15% only 2017-2024. Need accountability - who fined? No officer fined till date.

Rally will happen, pollution will stay.
