Qatar's Winter Grip Tightens On India's Throat

LNG imports from Qatar hit 8-month high of 0.94 MT in October as spot prices surge to $14.2, forcing India to lean harder on Doha while Hormuz risk looms.

The number tells the story of India's winter vulnerability. According to Kpler tracking, India imported 2.3 MT total LNG in October 2026, of which 0.94 MT came from Qatar alone - share 40.9%, highest since February's 1.01 MT. The reason is not love for Doha, but fear of elsewhere.

Global LNG market is tight again. US Freeport and Corpus Christi cargoes are getting diverted to Europe where TTF trades at $15.5 on early winter buying and Ukraine pipeline sabotage fears. Red Sea insurance remains at 0.8% of cargo value after Houthi attacks on two tankers in August. India-Europe route via Suez costs additional $120,000 per day charter vs direct Qatar Ras Laffan to Dahej 4-day sail.

India has two long-term cushions. First, 7.5 MTPA Petronet-Qatar Energy deal signed 1999, renewed till 2028 at 12.67% of Brent slope. Second, new 5 MTPA deal signed February 2024 by Petronet, GAIL, IOCL, BPCL consortium for 20 years till 2048 at about $11.5-12/MMBtu landed - much cheaper than current JKM spot $14.2. That deal saved India an estimated $6 billion in 2022 when spot hit $70 after Russia-Ukraine.

But dependence is rising, not falling. Qatar's share was 38% in 2023, 33% in 2022, now 41%. Why? India's domestic gas is flat. KG-D6 production by Reliance-BP stuck at 30 MMSCMD against projected 45, due to reservoir complexity in R-Cluster. ONGC's KG 98/2 just 8 MMSCMD. Demand meanwhile up 12% YoY - city gas CNG sales up 18% after Centre capped APM price at $6.5, fertilizer subsidy bill Rs 1.8 lakh crore needs gas.

Geopolitics: 20% of global LNG and 20% of global oil pass through Strait of Hormuz, 21 nautical miles wide at narrowest. Iran's Islamic Revolutionary Guard Navy exercises in October simulated closure for 48 hours, insurance surged 300%. India has zero strategic LNG storage. It has 5.33 MT strategic oil reserve at Padur, Mangalore, Vizag - but no underground LNG cavern. Dahej, Hazira, Dhamra terminals run at 95% utilization, but they are import terminals, not storage - hold 5-7 days.

For Maharashtra grid, this matters - Torrent Power's 3,000 MW Saidongar pumped storage needs gas peaker backup. Gujarat's gas-based power plants at 26% PLF because gas expensive, yet winter peak in Delhi needs them.

Way forward: India must do three things. One, renegotiate Qatar contracts to allow destination flexibility and volume ramp-down clause like Japan JERA did - currently take-or-pay is rigid. Two, accelerate strategic LNG storage at Okha proposal pending since 2021 - 1 MT at Rs 3,500 crore, land identified but MoEF clearance stuck. Three, push bio-CNG and CBG - 1,000 plants target only 72 commissioned.

Otherwise every winter, Qatar will dictate, and every Hormuz flare-up will mean urea price hike and CNG price hike in Delhi auto.
