Why such system? David Ben-Gurion chose in 1948 to avoid regional fiefdoms and absorb immigrants quickly. Closed lists mean party bosses decide order. Likud primaries 2022 saw Netanyahu rank loyalists, drop rivals. Labour uses member vote. Ultra-Orthodox parties - rabbis decide.
Government formation is labyrinth. President Isaac Herzog gives first chance to largest party, 28 days + 14 days extension, if fails, 21 days any MK can try to get 61 signatures. No majority ever. In 2022, Netanyahu needed 64 with Shas, UTJ, Religious Zionist - gave Finance to Smotrich, National Security to Ben-Gvir - most right-wing government.

India invited Pakistan to SCO Council of Heads of Government in Delhi November 27-28. Same month Israel polls. New Delhi watches because Israel is second largest defence supplier - $1.6 bn/year - Barak 8, Harop drones, Spice bombs used in Balakot 2019. Lesson: Threshold matters. Israel raised from 1% in 1948 to 3.25% in 2014 to reduce fragmentation, but still high. India if adopted 5% threshold would eliminate 40 parties.
