Maharashtra's drought this year is a textbook case of a false start. The official data from Sakri taluka - 227 villages, 50% rainfall deficit in August after early June showers - tells a story of hope raised and then scorched. Farmers sowed in the first two weeks of June, the monsoon active. Then from early August, 67 dry days without rain, including 22 consecutive no-rain days that meet the technical trigger for drought declaration.
Under the Drought Management Code, the state has now declared drought. That brings immediate relief: waiver of land revenue, restructuring of crop loans, and a freeze on agricultural loan recovery. But financial aid for crop loss will wait for panchnama assessments - a process tribal farmers view with suspicion.

Sakri is largely tribal - Bhil, Kokna, Gamit, Naikda, Pardhi. Many cultivate forest land for generations without titles. In 2018, they marched to Mumbai and in 2023 to Nashik demanding forest rights recognition and compensation during droughts under Satyashodhak Shetkari Sabha. Now they fear exclusion again. As Mansaram Pawar of Khori says, despite a 2019 Government Resolution promising relief to those with pending individual forest rights claims, their taluka got nothing.

The agronomy is equally grim. This is largely rain-fed, hilly, limited irrigation - maize, soybean, groundnut, bajra, pulses and nagli. The early sowing meant crops reached pod development when rains stopped. Nimbabai Brahmane shows stunted groundnut pods - neither for consumption nor sale, only fodder at best. For 72-year-old Shaligram Gaikwad in Erandol, the memory is visceral: 1972, families on wild plants, jowar and American wheat. This year, his 12-acre maize is destroyed. He has re-sown onion using well water, but water tables are falling.
The most dangerous legacy is for rabi. Fields have no residual moisture to sow the next crop. Two cycles of debt are now locked in - kharif investment lost, rabi impossible. Drip irrigation is being tried, but for smallholders it is another gamble on a failed monsoon.
