30% rise in electric two-wheeler registrations in July-Sept quarter. Delhi EV policy first three months show push working, but charging infra still lags behind target.

A 30% rise in electric two-wheeler registrations, approval for 382 charging station sites, and appointment of KPMG as Project Management Unit are among key steps taken since Delhi launched its ambitious Electric Vehicle Policy which seeks to make city EV capital of country.

Policy introduced July 1 aims at 30% electrification of Delhi's vehicle fleet by 2030 through incentives and mandates alongside creation of charging, scrapping and recycling infrastructure. Two-wheelers shifting to electric is key priority as they account for nearly two-thirds of Delhi's fleet. Policy also provides complete ban on registration of new internal combustion engine two-wheelers from April 2028.

Front-loaded purchase incentives - buyers of electric two-wheelers priced up to Rs 2.25 lakh get incentive Rs 10,000 per kWh capped at Rs 30,000 in first year. Incentive reduced to Rs 6,600 per kWh capped Rs 20,000 second year and Rs 3,300 third year.

So far 6,225 people applied for subsidy through Delhi EV portal. 456 sites identified and aggregated to be developed as charging stations through Revenue department while 49 sites via Delhi Transport Corporation. Of 456 sites, MHI approved 382 sites. Over last 90 days, all 382 sites rigorously reassessed specifically for segment-wise deployment separately for two-wheelers, three-wheelers, four-wheelers.

For India aiming for 30% EV, Delhi is test case. If two-wheelers - delivery, bike taxis - shift, pollution can drop 15%. But KPMG assessment shows high-readiness sites only 160-180, tender soon.
