The Roll Reboot

Amid SIR protests, Election Commission orders annual SSR in 17 states including UP, Uttarakhand and Punjab, shifting from house-to-house BLO checks to camp-based enrolment with fewer deletions.

The Election Commission of India on Thursday announced special summary revision (SSR) of electoral rolls in 17 States and Union Territories, including poll-bound Uttarakhand, Uttar Pradesh and Punjab. The annual exercise to enrol new voters and update rolls was stalled last year due to launch of SIR.

Unlike SIR, applicants do not have to submit documents to prove citizenship or be mapped with earlier electoral rolls when enrolling through SSR. Following protests against the 13 crore SIR deletions, ECI announced September 29 a special drive to re-enlist voters who were left out.

The SSR seeks to enrol new voters and update electoral rolls. The revision process skips home visits by booth officers and lists will be displayed locally. ECI limits Form 7 applications to prevent bulk voter deletions. Candidates will receive searchable and readable PDF electoral rolls electronically.

This year, ECI said it will provide a "readable PDF" of alphabetically arranged electoral rolls to contesting candidates and recognised political parties during elections. Opposition parties have been demanding machine-readable electoral rolls rather than image-based PDFs so they are digitally searchable, indexable and verifiable. Political parties will get supplementary voter lists that were earlier kept only for record and future use. SSR process will not include house-to-house visits by BLOs. Instead, draft and final lists will be put up at polling booths.

Analytically, this is course correction. SIR was billed as purification - 47.5 lakh uncollectable, 33 lakh flagged in Delhi alone - but became political flashpoint, with Rahul Gandhi-led INDIA bloc marching to Supreme Court alleging exclusion of migrants and women. By returning to SSR, ECI signals that routine cleaning is separate from citizenship verification.

The danger remains: in Delhi, SIR disposed 16 lakh notices in 12 days after portal change allowing BLO satisfaction letter to replace hearing. If SSR repeats speed over due process, exclusion risks return.

For voters, SSR is simpler: new 18-year-olds can register in camps, without linking to 2002 roll. For ECI, it is test whether it can restore trust after Supreme Court notices on SIR and on CEC immunity. A readable roll is first step - a verifiable roll is next.
