JAIPUR / ALWAR — Rajasthan on November 1, 2026 presented two faces of power gone wrong — at the bottom, the panchayat ballot; at the top, the bureaucracy.

In Rajpur Bada village under Rajgarh Panchayat Samiti in Alwar district, polling for Friday's panchayat election was over, but peace was not. On Saturday morning, hundreds of villagers gathered, alleging bogus voting, booth capturing and manipulation of voter lists by local strongmen. They demanded fresh polling — a repoll.

When a police team led by DSP Deshraj Kuldeep reached the site to persuade villagers to end their agitation, some protesters allegedly began pelting stones. DSP Kuldeep and two constables sustained head and leg injuries. Police vehicles were damaged. Police used mild force to disperse the crowd. Additional SP Deepak Sharma said additional personnel have been deployed to maintain law and order, cases are being registered, and those involved in violence are being detained.

This is not isolated. Rajasthan's panchayat polls in Phase 1-2 this week saw 68% turnout but over 30 complaints of irregularities in Alwar, Bharatpur and Dausa belt. Alwar, which borders Haryana's Nuh and UP's Mathura, has a history of panchayat violence — last year, two sarpanch candidates were injured in a firing.

The incident exposes the paradox of Rajasthan's decentralisation: panchayats control Rs 15-20 lakh annual funds plus MGNREGA, but electoral oversight is weakest. State Election Commission depends on local police, who themselves are under political pressure.

On the other end in Jaipur, the state government took a senior IPS officer off duty after the Anti-Corruption Bureau (ACB) ordered a probe against her IAS husband. According to The Hindu, the officer's husband, a senior IAS officer posted in Urban Development, allegedly facilitated approvals for luxury resorts in Udaipur, Jaipur and Ranthambore without mandatory bidding, environmental clearances and land conversion. ACB's preliminary report says he and his associates purchased 40 bungalows in Jaipur's Civil Lines and C-Scheme, and invested in resorts via shell firms. His wife, the IPS officer, was allegedly aware and helped suppress complaints.

Chief Minister Bhajan Lal Sharma, who has promised zero tolerance on corruption after former Gehlot-era mining and paper-leak scams, ordered immediate action. The IPS officer has been put on awaiting posting orders (APO) — a euphemism for being taken off field duty.

Analytically, these two stories are linked by one theme: erosion of institutional credibility.

In Alwar, villagers don't trust the ballot box because they saw ERO computer operators in Pilibhit (UP) misusing ECINET logins to add 347 fake voters — news that travelled fast via WhatsApp. When Delhi addresses get added to UP rolls, why not in Rajasthan? The Election Commission deactivated all logins in Pilibhit, but trust deficit remains.

In Jaipur, public doesn't trust the collector's office because bureaucrats who should check illegal construction are allegedly building their own resort empire. Rajasthan's 2024-25 ACB data: 147 trap cases, 62% against revenue and urban development officials. Yet conviction rate under 8%.

Rajasthan goes to local body polls full scale in December and Assembly in 2028. If panchayat polls are seen as rigged and IAS-IPS couples seen as profiting, BJP's double-engine promise of clean governance will be tested in rural Mewat-Alwar belt where Congress and AIMIM are trying to expand.

For now, Alwar has extra police, Jaipur has one less IPS officer on duty — but the deeper wound is public faith. When villagers have to pelt stones for a repoll, and ACB has to probe resorts for justice, it means normal grievance redress has failed.
