Three steps COP should take for tangible outcomes, says Sunita Narain style analysis. Climate finance, not pledges, needed.

Every COP ends with pledges, no cash. For COP31 in Turkey 2026, Council on Energy, Environment and Water (CEEW) suggests three steps for tangible outcomes.

First, define climate finance clearly. Developed nations claim $115 bn given in 2025, but 70% is loans, not grants. Real grant is $18 bn. Need new definition: grants, concessional, new and additional.

Second, link NDCs to finance. India updated NDC to 50% non-fossil by 2030, but needs $200 bn. Without finance, it will miss. COP should create finance-linked NDC - if $100 bn not given, developing nations' targets conditional.

Third, focus on adaptation, not just mitigation. Last COP gave 10% to adaptation. India needs heat action plans, crop insurance, as seen in Uttarakhand trekkers deaths due to unseasonal weather.

From Indian perspective, COP has been unfair. India emits 1.9 tonne per capita vs US 14, EU 7. Yet pressured to net zero 2050. While critical mineral processing scheme and energy storage scheme show India acting domestically, global finance failure hurts.

India's 2-child norm debate, QS ranking slip, NCR pollution - all linked to climate adaptation failure. Pollution studies not done because funding tied to mitigation, not health.

The article notes Turkey as host is ironic - it is OECD but claims developing status, blocks finance.

For tangible outcome, COP must move from "phase down coal" language to "money for just transition." Jharkhand, Chhattisgarh need $50 bn to shift from coal.

Otherwise COP will remain talk shop while Delhi AQI 377 becomes new normal.
