A recent report by the Association for Democratic Reforms (ADR) reveals that N Chandrababu Naidu, the Chief Minister of Andhra Pradesh, is the wealthiest among India's state and union territory leaders, with assets exceeding Rs 931 crore. In contrast, Mamata Banerjee, the Chief Minister of West Bengal, is the poorest, with assets amounting to just Rs 15 lakh. The report highlights significant disparities in the wealth of India's chief ministers, with an average asset value of Rs 52.59 crore for 31 CMs, far above the national per capita income.
Richest CMs in 2024
According to the ADR report, Naidu leads the list, followed by Pema Khandu, the Chief Minister of Arunachal Pradesh, whose assets are valued at over Rs 332 crore. Siddaramaiah, the Chief Minister of Karnataka, ranks third with assets exceeding Rs 51 crore.
While these leaders have substantial wealth, the report also notes that some carry significant liabilities. Khandu holds the highest liabilities among the CMs, amounting to Rs 180 crore, while Naidu's liabilities exceed Rs 10 crore, and Siddaramaiah’s liabilities stand at Rs 23 crore.
Poorest CMs
On the other end of the spectrum, Mamata Banerjee is the poorest CM, with assets of only Rs 15 lakh. Omar Abdullah of Jammu and Kashmir ranks second poorest, with assets worth Rs 55 lakh, followed by Pinarayi Vijayan of Kerala, whose assets total just Rs 1.18 crore. These figures reflect the wide-ranging economic profiles of India's state leaders.
Criminal Cases Among CMs
The ADR report also examines the criminal backgrounds of India's chief ministers. It reveals that 42% (13 out of 31) of the CMs have declared criminal cases against themselves. Additionally, 32% (10 CMs) have serious criminal charges, including allegations of attempted murder, kidnapping, bribery, and criminal intimidation.
Gender Disparity in Leadership
Another significant finding is the gender imbalance in India’s political leadership. Of the 31 CMs, only two are women: Mamata Banerjee and Atishi of Delhi, highlighting the underrepresentation of women in political leadership roles in India.
Collective Wealth of CMs
The total assets of all 31 CMs combined amount to Rs 1,630 crore, underlining the substantial wealth controlled by these leaders. The average asset value of a CM is Rs 52.59 crore, which is 7.3 times higher than India's per capita net national income (NNI) for 2023-2024, which stands at Rs 1,85,854.
