Court pulls up Delhi ACB over Rs 700-cr medical procurement scam. Case diary of Sept 27 pasted from Sept 26, disclosure statements undated. Govt nod for prosecution given.

A court pulled up Delhi Anti-Corruption Branch over serious lapses in probe into Rs 700-crore medical equipment scam - including case diary that appeared to have copy-pasted previous day's entries and two disclosure statements of alleged mastermind Rajiv Ranjila that carried no dates.

Special Judge Vidya Prakash of Rouse Avenue Court flagged irregularities in order dated September 29 directing ACB Joint Commissioner to take remedial measures to ensure probe is fair, impartial, independent.

Nirbhay Thakur reports Delhi government granted sanction to prosecute Dr Vinod Kumar Ranga former CPA head, Dr Vatsala Aggarwal former DGHS, Neeraj Chopra former CPA deputy controller, former CPA head of office Dr Vinod Kumar Ranga, pharmaceutical trader Ranjila. ACB seeking approval for months.

Irregularities concern procurement worth Rs 700 crore by Directorate General of Health Services and Central Procurement Agency, nodal agency for supplying medicines, vaccines, medical equipment to Delhi government hospitals. ACB filed nearly 12,000-page chargesheet.

Court found Case Diary 94 dated Sept 27 reproduced material portion of Case Diary 93 Sept 26 which recorded Rangila leading IO ACP Dharmender Kumar Singh to several places at Karnal. Team returned Delhi same day. But Case Diary 94 recording they led team to Rishikesh in Uttarakhand but court found it completely silent on proceedings, if any, carried out there. Court said impression material portion pasted.

This was not court's first warning. For health system where essential drug stockouts common, Rs 700 cr is massive.
